In a small, beleaguered town in the South, a down-on-his-luck family man named Shelby (Shiloh Fernandez) finds himself in over his head when he messes up a robbery of a front for a pill mill run by the local mob. Following a violent death, things go awry, and things rapidly evolve into chaos, beginning when the mob sends in an enforcer (Stephen Dorff). As Sheriff Bodie Davis (John Travolta) grapples with ruling a lawless, corrupt county, all three men must reckon with the implications of their moral decisions as layers of morality crumble.
